As Americans adjusted to that new reality and began to believe and act as the citizens of a country that had become a world power, the quality of its diplomats became a question that could not be ignored. The prevailing view for much of the nineteenth century, particularly during the presidency of Andrew Jackson, had been that the business of government was not all that complicated. As a result, the United States was the only Western nation that rejected the idea of permanent diplomatic missions and held fast to the notion that career diplomats were unnecessary.

Officers must spend time in more than one country. It is unusual to have even a second tour of duty in the same country, unless speaking a particularly difficult language is involved, so specialization in just one country is impossible. Specialization in one region is fairly common, however, especially for political and economic officers. Officers must be prepared to be a target. There will never be a final victory in what has been called to the global war on terrorism. Terrorism is a tactic that will be around as long there are people who want to make a political point by killing innocent people.

There is also bargaining that takes place between representatives of the two committees, because the White House must come to an agreement with the State Department on which posts will be held by political appointees and which will go to career diplomats. The process is a complete mystery to those on the outside, and the bargaining within and between the two committees will often make the resulting decision even harder to understand. Personnel decisions always affect the professional reputations of those who are chosen and those who are not, and therefore such decisions are extremely sensitive and the process is never transparent.
