In such densely regulated cases there will be substantial involuntary action geared towards improving companies’ sustainability performance. Companies can adopt codes of conduct (partly) as a response to mandatory obligations or turn to labelling as a response to anticipated regulation at a later stage. 2 What are the criteria for evaluating the impact of CSR? We have learned from the study of policy and regime effectiveness (for example, Underdal 2002) that there are essentially two strategies available: a ‘relative Framework for assessing the sustainability impact of CSR 29 improvement’ and a ‘goal attainment’ strategy.

However, this policy goal, though not immediately directed at companies, is transferable to companies. That is, companies can voluntarily contribute to it if they choose to do so, beyond potential legal requirements at national level. Benchmarking companies’ CSR impact against public policy goals requires a detailed analysis of such goals which takes account of the extent to which companies can contribute to their achievement. A further methodological challenge of the ‘goal attainment’ strategy of impact assessment is that policy goals tend to vary in terms of their level of ambition over time and between different policy fields, thus making a comparison difficult.

They point out where CSR impact is more likely to be found and where there are systematic limits of CSR in creating sustainability impact.
